A bill on punishing those who left for actions against Russia was submitted to the Duma
They want to punish Russians who left the country administratively for reasons such as mistrust of the military, participation in the activities of undesirable organizations, etc. In Russia, it is proposed to confiscate the property of violators in order to avoid responsibility
The State Council of Tatarstan and Deputy Speaker of the Duma of the Republic Airat Parakov (Russian Federation) submitted to the House of Representatives a bill on administrative punishment of Russians who left the country for violating Russia's interests. This document was published in the legislative base of the Duma.
It is proposed to expand the scope of the Law on Administrative Offences (Article 1.8) by the following provisions: “Acts that are contrary to the interests of the Russian Federation, as well as in cases provided for by international treaties of the Russian Federation, if specific persons are not subject to criminal or administrative liability for such acts in foreign states.”
The authors explain their initiative in connection with the special operations of the Russian army in Ukraine by the increasing number of cases when Russians abroad began to commit open actions that contradict the foundations of the constitutional order, security and interests of the state. In accordance with the current legislation, it is impossible to apply administrative liability measures to such persons.
In cases where violators evade administrative responsibility, it is proposed to apply measures in the form of seizure of property located on the territory of Russia. • Parts 9, 10, 11 of Art. 13.15 (Dissemination in the media and the Internet of false information that poses a threat to life or interferes with the work of an institution)
The government's review notes that "the scale of administrative violations" that Russians abroad can commit against Russia's interests "is not limited to the norms listed in the bill."
