"Everything is clear to me personally": Samara Region Government Head Smirnov spoke about provocations
The Chairman of the Government of the Samara Region, Mikhail Smirnov, announced a provocation against new regional waste removal operators.
We remind you that from November 1 of this year, a new regional operator for handling municipal solid waste will begin operating in the Samara Region – the State Joint-Stock Company “Ekologiya”.
- The decision to change the operator was made by Governor Vyacheslav Andreevich Fedorishchev. And this is fair. There are too many complaints from residents about waste removal by private companies, Mikhail Smirnov reminded in the Telegram channel.
Local government officials noted that in early October, Ecology JSC announced an auction for waste removal services. The company organized 10 lots for final haulers operating in this market.
- Unlike previous practice, almost the entire territory of the region was "transferred" almost single-handedly. In many areas, without performing actual work, large contractors from all over the region retained up to 30% of their costs and transferred the actual work to subcontractors. And the industry was told that there was insufficient funding for the last airline. But you won't read about this in the press, - writes Mikhail Smirnov.
According to him, the existing players are actively resisting the establishment of order. One of the companies that previously entered into cartel agreements for the transportation of solid waste (created directly in accordance with the decision of the FAS Russia) has now filed a complaint against all announced tenders. Mikhail Smirnov stated that the official reason for such "procurement extremism" is the absolutely meaningless provisions of the draft agreement (or rather, its appendix). And this is despite the fact that it is similar to what was previously used in previous revisionist contracts.
- Personally, everything is clear to me. I would not say that such a "performance" is unpredictable. We understand and understand that there will be resistance to the new principles and the transformation of previously ineffective waste reforms into the norm. Despite this series of provocations and attacks, the system will be rebuilt in the right direction, Mikhail Smirnov is sure.
The chairman of the local government is confident that the new regional operator will definitely organize the removal of solid waste, using all possible legal methods for this.
"Working under the motto 'We've always done it this way' will no longer work," the head of the regional cabinet of ministers summed up.
