The State Duma at its meeting on Thursday adopted in the first reading a bill proposing to increase excise taxes on alcohol, tobacco products and petroleum products in 2025 above the planned level, as well as to increase state tariffs. In addition, in order to increase the tax rate on coupon income, according to the bill, in 2025 it will be 740 rubles. For 1 liter of absolute alcohol in 2026 - 770 rubles, 2027 - 801 rubles. The consumption tax rate in 2024 will be 643 rubles. In 2025, the excise tax per 1 liter will be 740 rubles. For 1 liter of anhydrous ethyl alcohol, which is part of excisable goods, the price may be 2,945 rubles - 2026-770 rubles, 2027-801 rubles. 1000 pieces plus 18% of the estimated cost, calculated based on the maximum retail price, but not less than 4000 rubles. 1000 nicotine-containing mixtures without ethyl alcohol, nicotine raw materials and heated tobacco.
The excise tax on gasoline for cars not belonging to class 5 is proposed to be set at 17,518 rubles per ton in 2025, 18,219 rubles per ton in 2026, and 18,948 rubles per ton in 2027.
For motor gasoline of class 5: 2025 – RUB 17,088 per ton, in 2026 – RUB 17,772 per ton, in 2027 – RUB 18,483 per ton.
For diesel fuel: 2025 – RUB 12,120 per ton, 2026 – RUB 12,605 per ton, 2027 – RUB 13,109 per ton.
Motor oil for diesel and/or carburetor (injector) engines: 2025 – RUB 8,090 per ton, 2026 – RUB 8,414 per ton, 2027 – RUB 8,751 per ton.
The bill increases the amount of mutual fund coverage from 22,000 rubles. For government, municipal and circulating bonds of Russian organizations, the difference of 5 percentage points remains up to 44,000 rubles. The tax rate between the tax rate on interest income from such securities and the regular income tax rate increases to 25%.
