The State Duma on Thursday unanimously passed two bills in the first reading banning propaganda against births. Deputies came to the conclusion that the imposition of a childless ideology is a trick of enemies, a "hybrid war against Russia" and even an element of "liberal fascism." Although some legislators were concerned about possible abuses in law enforcement, no one spoke out against the initiative.

The bill was introduced to the State Duma on September 25 by a large group of deputies and senators led by the speakers of both chambers, Vyacheslav Volodin and Valentina Matviyenko. • The first document prohibits the dissemination of information promoting the denial of childbearing via the Internet, media, films and advertising. • The second introduces administrative liability for violating this ban, similar to the punishment for promoting homosexuality. The maximum fine for citizens is up to 400,000 rubles, for civil servants - up to 800,000 rubles and for legal entities - up to 5 million rubles.

The co-author of the bill, Elvira Aitkulova (United Russia), called it an "information shield" against subversive content. Delegates were able to see examples of such content on personal tablets placed on the seats in the hall, but the speaker made a reservation that "as a mother and grandmother" she does not want to replicate "particularly harsh examples." On the big screen. Later, United Russia explained that they were talking about a call to "abandon children, give them organs and incite them to suicide," which their agents found in special groups on the Internet. Ms. Aitkulova also mentioned a VTsIOM survey, which showed that every tenth respondent is concentrated in families with children, and every fifth is childless. At the same time, the majority of Russians who do not want to have children cite "personal reasons." They do not want to lose their freedom and take responsibility. But, according to Ms. Aitkulova, the issue is broader. As evidence, she cited data from the Ministry of Internal Affairs, according to which there are more than 400 groups operating in the Russian Internet sector that distribute subversive content on the topic of freedom of action for children, including minors. “Every day they are told that children are evil creatures,” the deputy explained.

Sergei Boyarsky (United Russia) expressed the opinion in a joint report of the Committee on Information Policy that childlessness propaganda is “an element of the hybrid war that is being waged against us, along with drugs, pedophilia, transsexualism and non-violent propaganda.” - Traditional sex and suicide.”

Ms. Aitkulova acknowledged that, although a population explosion should not be expected after the adoption of the amendments, it was necessary to ensure that families could independently decide whether to have children, without pressure for information.

Anna Kuznetsova (United Russia) noted that the Duma will have to decide to ban not only another destructive ideology, but also "the concept of extinction that is spreading in our country". Sardana Avksentyeva (New People) made it clear that she wants to speak as "mothers and grandmothers, not agents", and stated that she supports the amendment: "How can you deny yourself such happiness?"

However, it is important to understand how this will look "in the field". Therefore, already being a deputy, Ms. Avksentyeva proposed that the relevant committee, together with the Ministry of Justice, analyze the practice of applying the law over three years.

Summing up the discussion, speaker Vyacheslav Volodin once again emphasized the importance of countering values ​​alien to Russia.
