Not a price increase, but something even sadder: Russians were told about new fines for heating batteries

This is not a price increase, but what is even sadder is that Russians have announced a new fine for battery heating.

Problems and consequences of illegal transfer to individual heating in an apartment building The law on heat supply strictly regulates the possibility of switching to an individual heating system in an apartment building. In accordance with the law "On heat supply", such transitions are strictly prohibited unless they are provided for in the heat supply plan of a specific area. Exceptions are possible only if there are compelling reasons confirmed by the relevant documentation.

Unauthorized disconnection of the central heating system or dismantling of elements specified in the design documentation is an illegal act and liability for this includes significant fines and mandatory restoration of the system to its previous state.

Even upgrading the heating system within one apartment, such as installing additional radiators, can have negative consequences. As expert Igor Sazhin notes, such behavior disrupts the hydraulic balance of the entire heating system of the building. Heating systems in apartment buildings are not designed for additional loads, so improving conditions in one apartment can lead to a deterioration in the heat balance in other apartments. This creates a risk of accidents and errors in the operation of the entire system.

In addition, unauthorized transfer to individual heating will violate the general procedure for paying for heat consumption in the building. By disconnecting the apartment from the centralized system, the owners stop paying for communal heating and shift the financial burden to other residents. This creates significant financial inequality between the owners.

Judicial practice in such cases shows that courts, as a rule, rule in favor of the heat supply organization. Owners who illegally switch to individual heating must not only pay off debts for central heating, but must also dismantle unauthorized installations and bear additional costs, such as fines and legal costs.
