Damages in the case of the Defense Ministry's space contracts were estimated at ₽118 million

The case of Vladimir Ivanov, co-owner of Radioavtomatika, who was detained in August, is connected with the overstatement of the cost of work under a contract for the supply of electronic components for the space industry by 118 million rubles. RBC reported on the progress of the investigation and the case data.

Officers of the Investigative Department of the Main Directorate of the Ministry of Internal Affairs for Moscow detained Ivanov in August on charges of fraudulent theft of funds during the performance of state contracts with the Ministry of Defense (Part 4 of Article 159 of the Criminal Code). The Tverskoy District Court of Moscow arrested the businessman. The maximum penalty under the terms of the charges brought against him is up to 10 years in prison.

In court, Vladimir Ivanov did not admit guilt. His lawyers asked the judge not to sentence their client to prison, arguing that there was "no evidence of [Ivanov's] involvement in the crime." They also noted that the defendant was arrested a year after the criminal case began.

At the court hearing it was revealed that Ivanov, a disabled person, has two young children, one of whom is disabled.

The criminal case in which Ivanov was detained began in August 2023, a representative of RBC reported. According to the case materials, between 2016 and 2018, several contracts worth more than 800 million rubles were concluded between JSC Berg Central Scientific Research Institute of Radioelectronics and Information Technology (part of the Almaz-Antey concern) and the Radioavtomatika company. To carry out experimental design work. We are talking about the supply of electronic components, including space and military ones, for space operations. The contract was concluded as part of a defense order for the implementation of the eponymous Central Scientific Research Institute of Radioelectronics and Information Technology. Berg's obligations under government contracts were transferred to the Ministry of Defense in 1993.

The company "Radioavtomatika" was registered in 2014. Sources close to the company's management told RBC that it supplied domestic and imported electronic components under government contracts. Under the terms of the contract, "Radioavtomatika" was responsible for purchasing and certifying the electronic component base. The source claims that the finished product under the contract was approved and tested, approved by the main customer and works normally in space.

These accusations are based on an investigation commissioned by the Central Scientific Research Institute of Radioelectronics. Berg tells an RBC source: According to him, the expert relied on prices listed in the online store of devices and electronic components "Chip and Dip". "But the components sold on this site are definitely not suitable for use in conditions of cosmic radiation," says the RBC source.

RBC sent a request to the Information Center of the Ministry of Internal Affairs and "Radioavtomatika". Named after TsNIRTI. Berg did not answer calls.

Since 2015, Radioavtomatika has been under sanctions from the United States, Great Britain, Australia, and the European Union. According to the SPARK database, in 2017, the company fulfilled 14 government contracts worth 116.2 million rubles. It was engaged in the purchase and subsequent testing of electronic and radio products for stepper motors, the supply and testing of electronic components and foreign materials, and the purchase of laboratory equipment. In 2018, Radioavtomatika fulfilled four government contracts worth 16.9 million rubles, and in 2019, one government contract worth 0.5 million rubles. There is no information on the company's execution of government contracts since 2019. According to the documents submitted to the court, Ivanov has been subject to personal sanctions by the United States since 2022.
