The amendments to the Road Traffic Act (TRAF) prepared by the Ministry of Transport have passed the public consultation stage. In total, the department received about 100 comments from Kommersant and promised to publish them in the near future along with comments from the developers of the traffic rules. In particular, the experts interviewed by Kommersant are discussing the updated rules for using mobile phones and tablets while driving.

The website regulatory.gov.ru has completed its discussion of draft amendments to the traffic regulations, the laws "On the Organization of Road Traffic" and "Road Safety". An important innovation for car owners is the ban on the use of "devices not provided for by the design of the vehicle and requiring the use of hands or interfering with control" (current traffic regulations prohibit the use of phones without them). . hands-free system; This phrase has not changed since 2001.

If, for example, drivers use them to watch movies or browse social networks on the go, we are talking about smartphones, tablets and various multimedia devices, the Ministry of Transport explains.

"These changes are aimed at improving road safety while updating existing standards that did not take into account the emergence of many modern devices," the department noted. "If a danger arises and the driver has to react, having the device in hand can lead to an accident." The fine for the violation is 15,000 rubles. (Article 12.36.1 of the Code of Administrative Offenses). Using the gadget as a navigator is still allowed. New signs are also being introduced indicating parking spaces for fire trucks, police, ambulances and emergency services; parking within 5 meters of them is prohibited. The amendments expanding the ban on using gadgets while driving will most likely be monitored using road cameras, says Petr Shukumatov, head of the working group of the People's Front "Protection of Motorists' Rights".

"There is no problem teaching a camera to recognize that a person is holding a foreign object in their hand, such as a smartphone or an electronic hookah," he explains. Automatic systems for recording telephone conversations have been used on the roads of Moscow (the set of such devices with a capital letter is number 519) and other cities for many years. Neural networks can understand how drivers interact with devices installed on the windshield, says Shkumatov. However, experts note that if the phone is installed on the dashboard or air deflector, it will be difficult for the camera to see through it. He also points out that strictly following the wording of the amendment, watching movies or social networks on smartphones or tablets while driving will be prohibited, but not on standard multimedia devices. The Yandex Auto system, built into some models from the factory, automatically blocks viewing content from the Internet while the car is moving.

"The assessment of archival materials on this type of crime is completely subjective," says Grigory Shukhman, an expert on photo and video recording systems. Automatic cameras are not suitable for detecting the use of devices while driving. At the same time, he emphasizes that the ban is still necessary for safety reasons.

In the case of a SIM card, as Kommersant reported, the owner must register the SIM card in a special registry (similar to registering a car with the State Traffic Safety Inspectorate).

This procedure also applies to motorcycles. In Moscow, St. Petersburg and other large cities (with a population of over 50,000 people), a SIM card movement control system will be created, the connection of which will be mandatory before each trip and may also be paid. In addition, SIM card users must stop and take a sobriety test at the request of the police. The fine for violating the rules is up to 30,000 rubles. (currently up to 15,000 rubles).

During the discussion of the project, the Ministry of Transport told Kommersant that they had received at least 100 comments, proposals and opinions, some of which were technical in nature, some of which were clarifying. According to Kommersant, the proposals were sent by the Association of Micromobility Operators, the Russian Pedestrian Union people's movement, other public organizations and independent experts. The Ministry of Land, Infrastructure and Transport promised: "As soon as the public discussion is over, we will publish a summary of opinions, proposals and comments containing the position of the Ministry of Transport."
