Regions will be paid extra for development

Regions with low levels of socio-economic development and budget sustainability can receive subsidies from the federal budget to finance infrastructure within the framework of the comprehensive development of regions (CDR), according to a document prepared by the Ministry of Construction. According to experts, poor regions are in dire need of support in this regard. Currently, the lack of budget funds allows only land to be included in the CDR program, and high prices will ensure profitability for developers who can fulfill their obligations to create. infrastructure.

The Ministry of Construction has developed a draft amendment to the state program "Provision of Affordable and Comfortable Housing". The draft will be supplemented with provisions providing for grants to regions for joint financing of their obligations to implement integrated regional development projects. As previously explained by the department, the activation of the CRT in the constituent entities of the Russian Federation will become a separate program within the framework of the new national project "Infrastructure for Life" with financing of 120 billion rubles. Until 2030.

According to the draft amendments to the national program, the right to subsidies will be granted to the 10 most economically depressed regions, regions with low budget stability, and regions in which individual development programs have been approved and are being implemented.

During the implementation of the MDG project, funds may be directed towards the construction of social, transport and engineering infrastructure. Grants are provided on an individual basis in accordance with the Agreement on Comprehensive Regional Development, which sets out the region's obligations to build infrastructure.

This approach is aimed at more active participation of poor regions in financing national development projects. The absence of social and other infrastructure within the CRT framework was previously noted. At the same time, the Ministry of Construction expressed concern that the CRT project could be "slowed down" due to the high cost of borrowed funds for developers. The current potential for urban development within the CRT framework is estimated at 200 million square meters. m, of which more than 150 million square meters are the Housing Bill.

Nadezhda Kosareva, director of the Institute of Urban Economics, notes that this is a new mechanism for subsidizing infrastructure support for KRT projects, which, unlike other infrastructure menu instruments, already has a "strictly targeted nature." did this.

According to her, it is really necessary to provide such subsidies to regions with a low level of socio-economic development and low budget provision. As the expert explains, within the framework of the CRT, infrastructure may become the responsibility of developers, regions or municipalities. Most contracts "are implemented in relation to the territory, the price of real estate. They ensure the profitability of the project for the developer even taking into account the obligations for infrastructure provision." Nadezhda Kosareva said that the lack of budget financing between regions and municipalities does not allow less effective projects to be included in the CRT.
