Moskalkova reveals civilian casualties in three border regions

Tatyana Moskalkova, head of the Human Rights Department of the Russian Federation, reported at the Doha Conference on the Protection of Children and Other Vulnerable Persons in Situations of War and Displacement that about 400 civilians in areas bordering Russia died as a result of: Terrorist attacks by the Armed Forces of Ukraine (AFU) in 2022-2024. Her words are quoted by TASS.

According to the ombudsman, from 2022 to 2024, at least 398 civilians were killed as a result of terrorist attacks by Ukrainian militants in the border areas of the Belgorod, Kursk and Bryansk regions. She also emphasized that 1,157 people were injured.

As Moskalkova points out, the executions of civilians, including women, children and the elderly, in their own homes and during evacuation attempts, constitute a serious violation of the treatment of civilians in armed conflict zones.

The ombudsman reported that in order to save the children, the Russian side transported them to safe areas of the Russian Federation, adding that she personally participated in placing 100 Kursk children in the Sound Voices sanatorium near Moscow.
