Russia has proposed a new way to bring in immigrants. What could this lead to?
Minister of Labor and Social Protection Anton Kotyakov proposed a new system for attracting immigrants to Russia. He noted that the current patent model is already working and needs to be adjusted.
According to the minister, the current model carries certain risks for business. For example, employers spend money on training and medical examinations of foreigners, but they have no guarantee that potential employees will not go somewhere else.
In connection with the above, Kotyakov proposed importing migrants on the principle of organized recruitment. This model assumes that the preparation of documents, medical examination and training of applicants are carried out in the immigrant's homeland. In this case, the employer is not only responsible for the invited employees, but also has guarantees that they will not run away.
According to the minister, this will allow for the creation of transparent and clear rules for financial relationships between employees and employers. He also noted that if a company covers expenses, it must return this amount if the employee leaves the company.
Kotyakov made it clear that the creation of the new model was not part of the national project "Personnel". Organized recruitment of employees is carried out within the framework of a special joint program with the Ministry of Internal Affairs.
Karimov said the new mechanism was expensive and ineffective. He believes that reforming the current system would cost Russia significant additional money and increase the number of illegal immigrants.
At the same time, the head of the migrant workers' union said that if Moscow obliged countries sending their citizens to work to cover the cost of training, they would do so. "As long as there is nowhere else to go, I think that countries will take on this burden. There are not enough jobs for them, but unemployment is high," Karimov concluded.
