Milonov proposed to reduce mortgage by 1% for each child

State Duma deputy Vitaly Milonov proposed reducing mortgages by 1% for each child born in a family. In a conversation with a URA.RU correspondent, the politician said that this is one of the possible measures to support Russian families. He also believes that when providing benefits, it is necessary not to take into account the income level of parents raising three or more children.

"Families with five or more children dominate the country's demographic structure. I want these particular strata of society to feel most protected. It is necessary to take separate measures to support large families, which should be provided to them regardless of the family's income level," said Vitaly Milonov.

For example, one of the support measures is a reduction in the interest rate on a housing mortgage by 1% for each child born in the family. When the composition of the family changes, it is necessary to gradually introduce the scale of support and increase benefits.

At the same time, the deputy director believes that the bill will increase the overall birth rate in the list of key performance indicators (KPI) of all regional heads. Previously, Russian President Vladimir Putin proposed including birth rate indicators in the assessment of governors' performance. But political scientist and political consultant Marat Khamidullin believes that this step will force leaders to pay more attention to the problem, but will not solve it.

"This problem requires a comprehensive approach. Yes. KPIs force governors to find new solutions and generate ideas. In particular, rural residents with a higher birth rate compared to cities or megalopolises can benefit. This means that we can receive additional bonuses in the form of various regional programs," Khamidullin said in a conversation with URA.RU correspondents.

However, it is important to understand that local resources and opportunities are limited. And the birth rate depends on many factors, including socio-economic conditions and the confidence of young people in their future.

In his opinion, by the end of the year, the leaders in birth rates in the region may be the Eastern Caucasus, Buryatia, Khakassia and the Republic of Tyva. This is due to the peculiarities of the national mentality of the indigenous population living there. Experts do not rule out that some regions may resort to statistical manipulation. Similar examples have been for many other KPIs.
