An unobvious reason for the lack of places in Tyumen kindergartens has been named — truant children are to blame
In Tyumen kindergartens, situations are increasingly beginning to arise with children who are enrolled in the institution but do not attend it. Such children may never belong to their group, but no one can replace them. Is this legal?
The Ministry of Education noted that in practice, kindergartens cannot expel children who do not attend school for any reason.
— The list of children in the "in-demand" groups of the kindergarten is compiled taking into account the actual attendance of children and usually exceeds the standard capacity of the group. The official response stated that, according to the current legislation, it is impossible to enroll a child in a kindergarten due to temporary absence (illness, vacation, etc.). This is due to the fact that absent children can come again at any time.
At the same time, the kindergarten management constantly informs parents about the importance of their children attending the institution regularly and not allowing them to miss classes without good reason. And this turns out to be important, since some parents cannot wait in line to enroll their children in kindergarten. In addition, when paying incentive bonuses to directors and employees of kindergartens, the indicators of actual attendance of the group by children are taken into account.
Earlier, we published complaints from Tyumen residents about overcrowded kindergartens in different parts of the city. And city residents often report empty promises from the authorities to create preschool institutions. For example, in the residential complex "Columbus", people recorded an appeal to President Vladimir Putin asking him not to build a municipal kindergarten and a large pedestrian street. Payment is made to the developer. Instead of a boulevard, power lines run through the yard.
