Since the beginning of the year, more than 270 protocols have been drawn up in the Arctic for violations of the rules for keeping pets

The Veterinary Committee of the Murmansk Region summed up the results of supervisory activities in the field of animal husbandry for 9 months of 2024.

The department's specialists carried out preventive measures both for the owners of animal shelters and for citizens who have pets. It was established that 21 warnings were issued to the supervised persons for failure to comply with essential requirements.

"Animal shelter owners commit violations when walking their animals, including dogs attacking people outside the shelter, dogs escaping while cleaning fences, quarantining arriving animals and posting necessary information online," the committee said.

During this period, 19 preventive visits to animal shelters were made. In agreement with the Murmansk Region Prosecutor's Office, three unscheduled on-site investigations were also organized. Based on the results of the inspection, the owners of two animal shelters were ordered to eliminate the violations. The perpetrators were brought to administrative responsibility.

Measures have been taken against northern residents who improperly raise and walk their pets.

"We have reviewed about 400 police data and numerous citizen complaints and are actively developing our administrative practice. This year, more than 270 administrative violation reports have been drawn up, of which 118 administrative cases were initiated due to failure to register dogs, the department explained.

Protocols have also been drawn up for such cases as walking dogs without a leash, walking dogs without an escort, animal attacks and allowing them to be on playgrounds. The commission received information about the imposition of 156 administrative penalties on citizens in the form of warnings and administrative fines.

— Administrative fines vary in size. “For example, a fine for walking a dog without an escort can be up to 5,000 rubles, and for walking an animal without a leash — up to 3,000 rubles,” the regional veterinary committee reported.
