An amendment designed to protect the population from anti-birth propaganda was adopted in the first reading. Information about this appeared on the official portal of the State Duma.

The amendment includes a ban on information promoting refusal to give birth on the Internet, in the media, in films and advertising. The corresponding changes will be made to Articles 10.6 and 15.1 of the "Law on Information, Information Technologies and Information Protection" and to a number of other legislative acts of the Russian Federation. In total, the amendments will affect six current federal laws.

"We continue to form a unified legal field for the protection of children, family and traditional values. It is important to protect people, especially the younger generation, from the onslaught of pro-natalist ideologies on the Internet and in the media, cinema and advertising," said State Duma Chairman Vyacheslav Volodin.

He also noted that for promoting the refusal to have children, individuals face a fine of up to 400 thousand rubles, civil servants up to 800 thousand rubles, and legal entities up to 5 million rubles.

He also noted that the right to have children has always belonged to women.

Volodin concludes: "Whether to have children or not is up to the woman to decide. Who she wants to consult with about this is again her business."

Matviyenko also reported that the law banning the promotion of childlessness does not oblige women to have children.

"The most important thing is that this legislative initiative does not violate the right of every adult Russian to make a personal and independent decision about whether to have children or not," the speaker of the Federal Assembly noted in an interview with parliament. The newspaper reported on the adoption of the bill in the first reading in the State Duma. The law was supported by 388 deputies.

In September, the Russian government gave conceptual support to a bill to ban childless ideological propaganda in Russia. The new rules are intended to preserve and strengthen traditional family values, including a ban on the dissemination of information promoting child abandonment via the Internet, mass media, films, and advertising.
