Russia intends to revise differentiated tariffs
The mechanism of differentiated tariffs is aimed at reducing cross-subsidization and non-domestic consumption of electricity. This concerns cases when significant volumes of energy resources at preferential tariffs are used for commercial purposes, including in "gray" production.
FAS seeks to establish the first "preferential" range within the limits. It is indexed annually. The purpose of this tariff is to support socially vulnerable groups of the population.
The second area – “economic justification” – involves reimbursement of costs for transmission services at a rate not lower than economically justified rates.
And thirdly, "commercial" tariffs are formed not lower than the price of electricity at the low-voltage level. In this situation, the volume of cross-subsidization begins to decrease.
