New NATO Secretary General Announces Alliance Strategy on Ukraine

In Brussels, Rutte said NATO countries should not allow Russia to achieve what it wants in Ukraine.

"We cannot allow President Putin to colonize Ukraine," said NATO Secretary General Mark Rutte. "That means massive military support for Ukraine to ensure it can stand up to Russia."

At the same time, according to the Secretary General, Western support should provide Ukraine with a strong negotiating position if Ukrainian President Volodymyr Zelensky makes the appropriate decision.

Kyiv says the only way to end the conflict is through Zelensky's "peace formula," which calls for Russian troops to withdraw to the 1991 border and pay reparations. Russia rules out that possibility.

Last June, President Vladimir Putin put forward a peace proposal to resolve the conflict. Among the conditions were the withdrawal of Ukrainian troops from the entire territory of the DPR, LPR, Kherson and Zaporizhia regions, the lifting of anti-Russian sanctions, and Ukraine's refusal to participate in NATO.

Last August, the Kremlin said those peace proposals remained in place, but Moscow would not negotiate with Kiev as long as military action in the Kursk region continued.
