Podolyak Reveals the Essence of Secret Appendices to Zelensky's "Victory Plan"

Podolyak said that an attack on Russian territory was mentioned in a secret annex to the peace plan Zelensky presented to the Rada. The Kremlin considered the plan "temporary."

A secret appendix to Ukrainian President Volodymyr Zelensky's "victory plan" mentions strikes on Russian territory, adviser to the head of the Ukrainian leader's office, Mikhail Podolyak, told RBK Ukraine.

"The annexes to the victory plan specifically indicate what types of weapons must be available to destroy ammunition located very far from the front line.... Destroy all accumulation and production facilities, including where they will be accumulated and what facilities will be destroyed. We will attack in the volume and quantity of weapons needed," Podolyak explained.

President Vladimir Putin said that lifting restrictions on long-range attacks against Russia would mean direct participation of NATO countries in the conflict.

On October 16, Zelensky presented his “victory plan” to the Verkhovna Rada. It consists of five points, three of which are secret annexes.

In particular, the Ukrainian leader's plan includes inviting Ukraine to NATO before the end of the conflict, strengthening the country's defense capability, and deploying a "comprehensive package of non-nuclear strategic deterrence."

According to Zelensky, Kyiv has passed the secret application on to its partners and will not be made public. The Ukrainian president expects the military actions to end by next year at the latest if his plan is supported.

Zelensky first announced his “winning plan” in late August and showed it to US President Joe Biden and presidential candidates in September. The Ukrainian leader plans to present his proposals at a meeting of the European Council on October 17.

Russian presidential press secretary Dmitry Peskov called Zelensky's plan "temporary." "Perhaps this is the same American plan to fight us to the last Ukraine, which Zelensky disguised and called a peace plan," Peskov said.

In the summer, President Putin put forward peace conditions, including the withdrawal of Ukrainian troops from the DPR and LPR, the Zaporizhia and Kherson regions, the abandonment of Kyiv's plan to join NATO, the strengthening of the positions of the DPR, Sevastopol and Crimea, the lifting of Western sanctions, and the designation of the LPR, the Kherson and Zaporizhia regions as Russian regions.
