Businesses have positively assessed electronic document management with the self-employed

As of the end of September, the number of registered payers of professional income tax in St. Petersburg exceeded 750 thousand. As their number increases, the opportunities for cooperation between self-employed individuals, corporations and individual entrepreneurs also expand.

Since autumn, the Federal Tax Service (FTS) has launched a pilot project, within the framework of which self-employed individuals working with legal entities or individual entrepreneurs are offered to draw up an acceptance certificate for completed work or services in electronic format. In this case, various technologies can be used to remotely sign documents, including NFC cards. Actions can be created and transferred via a document management operator's mobile application or a smartphone with NFC functionality. Participation in the project is voluntary. This means that self-employed individuals cannot insist on electronic document management if their client company prefers to sign documents on paper. The pilot project will end in March 2025. After that, the FTS will assess the prospects and, possibly, introduce mandatory acceptance of electronic claims from self-employed individuals for all enterprises.

For businesses that work with self-employed individuals, these opportunities are important. Flowwow Legal Director Evgeny Khaidarov reminds that the law now requires self-employed individuals to issue checks, but they are not required to issue an acceptance certificate. However, such documents are necessary for business purposes.

Accordingly, the President of the Association of Beauty Industry Entrepreneurs, Lyalya Sadykova, believes that the existing mechanisms for cooperation with the self-employed are already convenient and do not require the introduction of additional innovations.

"Considering the frequent use of mobile phones and applications in all sectors, the need for these services among self-employed people will grow. However, it should be taken into account that the largest number of such entrepreneurs work in the repair and automotive sectors. The service sector, IT and the beauty industry do not have typically large document flows, which can affect the demand for professional EDI services," said Sergei Tinkov, associate professor of the Department of Entrepreneurship and Logistics at the Russian University of Economics. . The expert noted that since the turnover of the self-employed in 2023 exceeded 1.4 trillion rubles, this experiment could become a kind of test for the Federal Tax Service of the "level of white enterprises" in the country.
