At the request of journalists, Dmitry Peskov commented on the statement by Joe Biden confirming that the United States is ready to negotiate with Russia, China and North Korea on reducing nuclear weapons. The US President believes that negotiations should be conducted without preconditions. However, the Kremlin does not agree with this position. According to Peskov, "it is absolutely impossible to talk about reducing nuclear weapons without linking this topic to the context of the war being waged against Russia, with the indirect and direct intervention of nuclear powers - the United States, Great Britain, France, etc. This is connected with other aspects of security."

Joe Biden previously said: “We must continue to move forward toward the day when we can finally and permanently rid the world of nuclear weapons.” He stressed: “The United States is prepared to negotiate with Russia, China and North Korea without preconditions to reduce the nuclear threat,” and added: “There is no benefit to preventing a nuclear threat not only for these countries but for the entire world.” “There is progress in reducing nuclear weapons,” he said.
