Influential ex-minister from "bureaucratic organized crime group" detained in Samara region

Former Finance Minister of the Samara Region Andrei Pryamilov has been detained. This was reported on October 17 by Vice Speaker of the State Assembly Alexander Khinshtein in his Telegram channel.

He reported that Pryamilov was detained as part of a criminal case during the construction of the metro in the case of former Minister of Construction Nikolai Plaksin.

According to Kinshtein, police detained the former provincial finance minister at his home on the morning of October 17. He was searched and is now under investigation. The former minister has been charged with abuse of power.

According to Khinshtein, the case's plot shows that officials allegedly falsified documents and tender procedures for the construction of the Teatralnaya metro station in the interests of the largest local developer, the Volgatransstroy (VTS) group of companies. The project's estimate was artificially inflated to 18.4 billion rubles.

- According to the investigation, Finance Minister Andrei Pryamilov was directly involved in the "official organized crime group" that acted in the interests of VTS. In particular, he provided in advance for the illegal transfer of 3.5 billion rubles from the reserve fund of the Samara Region to VTS for the construction of the metro, however, the reserve fund had no right to finance it, which Pryamilov knew perfectly well. - explained Alexander Khinshtein.

Andrey Pryamilov took over as chairman of the local Ministry of Finance in 2017 and left this post in July 2024.
