The State Duma approved the first reading of a bill banning childfree propaganda

The State Duma approved in the first reading a bill introducing fines for promoting childlessness and the ideology of refusing to have children. The authors of the plan were a group of deputies and senators led by the speaker of the State Chamber Vyacheslav Volodin and the chairperson of the Federation Council Valentina Matviyenko, RIA Novosti reports.

In late September, Volodin explained that a woman's decision not to have children is not considered propaganda of childlessness. According to him, the bill should become a barrier to content that could influence the decision to have children.

Lawmakers propose introducing fines for encouraging refusal to give birth. Administrative activity will be suspended for up to 100 thousand rubles for individuals, up to 200 thousand rubles for civil servants and up to 1 million rubles for legal entities or for up to 90 days. Fines for propaganda directed against minors have been doubled.

The maximum fine for promoting the refusal to give birth can be up to 5 million rubles.
