The decision has been made: residents of multi-storey buildings will pay for heating in a new way

Starting in March next year, utility tariffs in Russia will be calculated taking into account a number of important differences.

As the expert explains, one of the main innovations is the linking of the concept of "total area of ​​residential premises", which is used to calculate, in particular, the costs of heating, maintenance of common property and capital costs. repairs. In accordance with the Housing Code of the Russian Federation.

In practice, this means that the areas of balconies, loggias, verandas and terraces are no longer taken into account in utility calculations. Because these values ​​are excluded from the concept of "total living space". This approach is formed by judicial practice and will be enshrined in law from March.

The new rules also detail how to determine the total area of ​​a building for utility billing purposes, with the Unified State Register of Real Estate being the preferred source of this information.

If the area of ​​the house and other documents do not correspond and have changed in relation to the Unified Register of Real Estate, payments for housing and communal services are calculated according to the new data. It begins in the month in which accurate information is provided to the utility company.

Another important change is that from March 2025, heating costs in the event of a failure of a typical household calorimeter will be calculated according to new rules. That is, it is based on the average monthly heat consumption calculated over the past 12 months. .

Previously, heating was not allocated according to the rules, therefore, when this case arose, payments were calculated according to the general rules, based on the average monthly meter readings for the last six months.

This resulted in the calorimeter readings being unevenly taken into account when calculating the average monthly volume. There is a huge imbalance depending on where these six months of the heating season fall.

It is one situation if the calorimeter fails in October, and a completely different situation if it fails in March. Therefore, according to the portal "Legal Subtleties", the transition to a 12-month calculation should balance the situation.

In addition, the procedure for choosing the method of paying heating bills will change in Russia from March 2025. Local authorities can decide to switch to the payment system during the heating season no later than three months before the start of the heating season.

Previously, there was one general universal rule. This meant that the authorities could decide once a year, before October 1, whether to switch to a system of paying heating bills evenly throughout the heating season or throughout the year.

Now, as the lawyer stated, the conditions are set only in terms of the transition to payments during the heating season. This means that homeowners can cancel payments throughout the year without any restrictions.
