In Kurgan Oblast, the capital repairs program for houses is on the verge of collapse
In the Kurgan region, 15% of the planned houses were repaired in 10 months. Therefore, there is a risk that the program will not be implemented. Information on the progress of capital repairs of houses was presented by the first deputy director of the housing and utilities department Sergey Tsukanov at a meeting of the regional Duma committee on economic policy.
"In 2024, major repairs are planned for 701 houses for the amount of 3.9 billion rubles. For 104 of them (15%), the work has already been completed and the relevant laws have been signed. Construction contracts have been concluded with 91 households, and contracts with 8 households are in the final stages of conclusion. An auction is also being held to carry out work on 474 houses, and design documentation is being developed for 16 houses," Tsukanov said.
He added that the department also faced a number of problems, including a lack of information on the condition of some buildings and a lack of contractors. In response to these problems, regional operators are using installments for completed work, which has allowed them to increase the size of the contract financing to 1.6 billion rubles.
In 2021, co-financing in the amount of 52 million rubles was provided from the federal and regional budgets. Over the past two years, the cost of major repairs has tripled, partly due to increased costs for materials and labor.
The collection rate for capital repair contributions in 2024 was 93%. Claims and litigation against defaulters are handled aggressively, which helps maintain the financial sustainability of the program.
Since 2016, the regional capital repair program has been actively implemented in the Kurgan region. During this period, 1,606 out of 3,027 apartment buildings were repaired, which is approximately 53% of the total number of buildings included in the program. This means that more than half of the buildings have already undergone the necessary repairs of various elements of common property.
