Medvedev said that all participants in the fighting "definitely should not be made deputies"

Those who participate in military operations "have something to invest their energy in." In particular, Medvedev believes, they can participate in the fields of education, healthcare, and business. According to him, agent work is not of interest to everyone.

Participants in the Ukrainian military operation do not necessarily have to become vice-chairmen after leaving the army, said Deputy Chairman of the Russian Security Council and Chairman of the United Russia party Dmitry Medvedev at a meeting with the heads of the party's regional executive committees.

"Well, this is absolutely true in relation to the fact that the SVO members and active people in general do not connect their political activity only with being a deputy. The fact is that many of our comrades here and many members of our party in general are agents. But this is a separate job. Some people like it, some don't. By the way, it doesn't matter what level of parliament it is, even the State Duma. This is still a separate and very specific profession," he said (quoted by RIA Novosti).

Some people are interested in this kind of work, while others need a different “operational space,” Medvedev said.

"Please allow SVO members to be actively involved in other issues such as education, medicine and business. There is room for effort. So we don't think we need everyone as a trustee," he added.

In late February 2024, Russian President Vladimir Putin announced the launch of the "Era of Heroes" personnel program for participants in Ukrainian military operations. We strive to develop excellent leaders among former and current military personnel.

The president said that at turning points in history, people like those who took part in military actions come to the fore. "In the future, they may be transferred to Russia," Putin said.

In early October, the president announced the appointment of former Spartan Battalion commander and DPR parliament speaker Artem Zhogi as ambassador plenipotentiary to the Urals. According to him, four graduates of the program will work in various positions in the presidential administration, another will become an adviser to the Federal Air Transport Administrator, and another will become deputy chairman of the committee on law, order and security. One will be deputy governor of St. Petersburg, another - deputy governor of the Kaluga region.

The Kremlin emphasized that everything makes sense in appointing participants in the "Time of Heroes" program to government positions. The president's press secretary Dmitry Peskov said that the process is devoid of "agitation" and is drawn out over time.
