Current rules for accounting for housing and communal services: changes will affect owners of apartments with meters

New rules for accounting of utility services for apartment owners with water meters will come into force on Monday. The law, adopted by the State Duma on April 10, 2024, automates the process of verification of meters, freeing citizens from the need to provide documents to management companies.

The key element of the changes is the introduction of the Arshin system, a digital platform integrated with the National Information System of Housing and Public Utilities. Now, after passing the necessary tests, information about the meter verification will be automatically sent to Arshin. Management companies and homeowners' associations are responsible for the relevance of the data, so the participation of residents is not required.

This innovation is intended to significantly simplify the lives of citizens by reducing bureaucratic procedures and minimizing the likelihood of errors in calculating utility bills. Previously, untimely submission of documents for verification of meters, the service life of which could reach 12 years, led to charges according to standards, which increased the owner's expenses.

The Arshin system is designed to increase the transparency and accessibility of information on the consumption of utilities throughout the country. Automation of processes contributes to the digital transformation of industries, reducing corruption risks and improving interaction between citizens and the state.

It is worth noting that before the new rules were introduced, only 30% of homeowners were able to provide meter verification data in a timely manner, which made it difficult to effectively manage utility costs. Through automation and convenience, the new rules promise to save time and resources, ensure data accuracy, and reduce the likelihood of calculation errors.
