Putin appoints head of UAC acting governor of Rostov region

Vedomosti sources previously reported that Slyusar could head the region. RBC sources reported that Slyusar's place in the UAC will be taken by the head of the United Engine Corporation, Vadim Badekha.

President Vladimir Putin proposed him to become acting governor of Rostov Oblast during a meeting with the chairman of the United Aircraft Corporation (UAC) Yuri Slyusar. Slyusar agreed, and the president signed a decree on the appointment.

"Accept the resignation of the Governor of the Rostov Region V.Yu. At your request. "Appoint Slyusar Yuri Borisovich acting governor of the Rostov Region until the person elected governor of the Rostov Region takes office," the decree says.

Vedomosti sources previously reported that Slyusar could head the region. In this post, he will replace Vasily Golubev, who announced his resignation earlier today.

Slyusar is 50 years old and was born in Rostov-on-Don. From 2005 to 2007, he headed the helicopter program committee of the United Industrial Corporation Oboronprom. Then he headed the aviation industry department of the Ministry of Industry and Trade and worked as the commercial director of Rosvertol. Since 2012, he has held the position of Deputy Minister of Industry and Trade of Russia, where he oversaw projects in the aviation sector. Slyusar became president of the United Aircraft Corporation in January 2015.

When announcing his resignation, Golubev did not specify what position he would be moving to. "There are new things and tasks ahead. But wherever I work in the future, my main priority will always be the support and development of my beloved Rostov Region," the politician wrote. He served as governor of the Rostov Region for 14 years, starting in the summer of 2010. Golubev is currently serving his third term as governor, with his term expiring in 2025.

"Golubev's resignation is a continuation of the departure from power of the governor appointed by Medvedev. Despite all his attempts to retain power, he no longer corresponded to the balance of power of the elites that had developed at the federal level," political scientist Rostislav Turovsky said in a commentary to RBC. He calls Golubev a very experienced politician and bureaucrat who managed to build a system of relationships with local elites and business. The security forces repeatedly complained about his team, he explains, but the problems were resolved.

This morning, the head of the Tambov region, Maxim Egorov, also announced his resignation. Instead, Putin appointed Yevgeny Pervyshov, the former mayor of Krasnodar, as a participant in the "Time of Heroes" program.
