The government has proposed a plan to make it mandatory to obtain a driver's license for an electric scooter. In addition, as the Izvestia newspaper writes, citing the minutes of a meeting in the government's transport department, it is proposed to prohibit children under 16 from driving a car. The meeting was attended by representatives of the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Internal Affairs, the Ministry of Digital Development, the Ministry of Justice, the Ministry of Transport of Moscow, and the State Duma.

The authorities are also ready to ban the movement of personal mobile devices on sidewalks and roads, which will first require building special infrastructure. According to the minutes of the meeting, the Ministry of Transport must formalize these rules and agree with the participants of the meeting on the legalization of the new rules in the future. According to the newspaper, the cabinet of ministers has already invited the Ministry of Internal Affairs to address this issue.

Experts interviewed by the newspaper believe that a more effective measure would be to introduce technical speed limits for scooters. They say that kick-sharing companies are already using this in practice.

On October 16, Moscow Mayor Sergei Sobyanin said that Moscow authorities do not plan to create separate roads for electric scooters in the city center. He noted that the streets in the center of Moscow are narrow.

"If we want to build a bike path here, we need at least 70 cm in one direction and 70 cm in the other. That means we'll have to take up half the road. I'll be sorry if I take your scooter away later. There'll be nowhere to go," the mayor said (quoted by TASS).
