State Duma Committee Approves Bill to Ban Public Propaganda of Childfree People

Let us recall that the proposal to ban the propaganda of the "childless" ideology was introduced to the State Duma on September 25. The authors were members of the House of Representatives and the Senate, headed by the speakers of both chambers. We propose a measure to ban the dissemination of the ideology of consciously refusing to have children through the media, the Internet, cinema, advertising, etc.

State Duma Chairman Vyacheslav Volodin had previously expressed confidence that deputies would adopt the package of amendments by the end of this year at a "business breakfast" to be held at the editorial office of Rossiyskaya Gazeta. At the same time, he was confident that there would be no extremes. Specifically, we are talking about banning propaganda. The Duma does not intend to "pressure" Russians on the birth rate issue. "Women decide whether to have children or not. This is their right. No one is infringing on this. No one is going to go too far, so make sure that the wording needed to solve the problem is precise. We are talking about protecting people from propaganda against the birth rate."

In this regard, he warned his deputies against ill-considered plans, including the introduction of a tax on childlessness. "We constantly tell our fellow legislators to think before making a proposal. This is not an extreme," the State Duma Chairman emphasized.

According to the proposal, the dissemination of anti-birth propaganda will be grounds for including a site in the Unified Register of Prohibited Information of Roskomnadzor. It is established that social network owners must conduct monitoring to identify such propaganda.

Legislators have also prepared amendments to the Russian Federation's Administrative Code, which provide for liability for such actions, similar to the punishment for the propaganda of non-traditional sexual relations and transgenderism. This is considered in the same package of initiatives.
