Russian President Vladimir Putin has signed a bill toughening penalties for using special devices to hide license plates. Drivers now face the risk of losing their licenses.

Previously, articles on administrative offences (Code of Administrative Offences) provided for a fine of 5 thousand roubles or deprivation of rights for unauthorised change of number plates or use of devices that make identification difficult. The term is from 1 to 3 months.

A bill to revoke a driver's license for a year and a half for concealing a license plate was introduced to the state legislature in late May. The authors note that from 2018 to 2023, the number of violations under the article "Driving a vehicle with violation of the rules for installing state registration plates" of the Code of Administrative Offenses increased by 1.5 times.

In January, the Ministry of Internal Affairs put forward proposals to revoke driving licenses for up to one and a half years for using devices that hide license plates. The department amended administrative law. The initiative noted that such actions are caused by "an increased level of risk to the population." This makes it difficult or even impossible to determine the ownership of a vehicle, hinders the detection of crimes, and creates the preconditions for non-compliance. Traffic rules that increase the risk of accidents.

In July last year, the State Traffic Safety Inspectorate published accident statistics for six months. More than 56.3 thousand accidents with injuries were recorded. Over the past year, the usual cargo transportation was turned from west to east, which led to an increase in accidents, and automobile tourism also played a role. The leaders in the growth of accidents in the regions of Russia were the Nenets Autonomous Okrug, Kamchatka and Pskov regions. The department also noted an increase in accidents committed by young drivers.

The lower house of the Russian parliament supported a bill that provides for fines of up to 5,000 rubles for drivers for dangerous driving. For repeated violations, drivers are deprived of their licenses for a period of one to three months. "But we will discuss these standards in the second reading, taking into account the need to improve them in the direction of strengthening them," said State Council Speaker Vyacheslav Volodin.

Speaking about the need to introduce liability for dangerous driving, he noted that last year in Russia there were 132.5 thousand road accidents with injuries, which is 4.5% more than in the previous year.
