The Kremlin has commented on the proposal to introduce a tax on childlessness

The plan to return the childlessness tax was devised in early October by State Duma deputy and member of the State Defense Committee Andrei Gurulev. In his opinion, the proceeds could be used to modernize the orphanage.

State Duma Chairman Vyacheslav Volodin later disagreed with his opinion. In a conversation with Rossiyskaya Gazeta, he called on deputies to present a well-thought-out plan and "not to frighten society with such extreme actions."

There is no such bill yet, and it is only a topic for discussion, says Nina Ostanina, chair of the State Duma Committee on the Protection of Family, Fatherhood, Motherhood and Children.

The Russian State Social University (RSSU) supported the idea of ​​introducing a tax on childless families and calculated its parameters. RSSU First Vice-Rector Djomart Aliyev told journalists that such taxes should be added to other taxes. An additional income tax of 3%, an inheritance tax of 5%, and a property tax of 0.5% are added.

Yuri Krupnov, chairman of the supervisory board of the Institute of Demography, Migration and Regional Development, believes that these measures will still not benefit the country's demography.

Proposals to introduce a tax on childlessness are heard every few years, for example, in 2013, 2016 and 2023. As an example, the authors of such projects often cited the positive experience of the Soviet Union. This is a "tax on single, single and small-family citizens", introduced in the Soviet Union from 1941 to 1990. Childless men aged 20 to 50 and childless married women aged 20 to 45 had to regularly give the state about 6%, depending on their income.
