The St. Petersburg Investigative Committee has referred the case of the "dead souls" of deputy Rakhova to court

The staff of the Second Department for the Investigation of Particularly Important Cases of the Investigative Committee of the Russian Federation for St. Petersburg opened a criminal case against a member of the city legislative assembly and three school employees.

According to the press service of the Main Investigative Department of the Investigative Committee, the women were charged, among other things, with fraud on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation) and abuse of power (Article 285, Part 1 of the Criminal Code of the Russian Federation), the article depends on the role of the accomplice. The crime involved the school principal, her deputy, a human resources specialist, and the deputy administrator of the Kalininsky District, who was later appointed deputy chairman of the Legislative Assembly.

According to the investigation, the accused apparently agreed to hire people virtually from the school between 2009 and 2023. They failed to fulfill their work obligations, and their accomplices received their salaries. Six employees were hired at the school under this scheme. The salary of the fictitious employee was transferred to the defendant's bank card. The woman disposed of it at her own discretion. The budget damage from this crime amounted to at least 25 million rubles.

In April last year, a search was conducted at the home of Irina Baykova, director of school No. 619 in the Kalinin region. Law enforcement agencies opened a criminal case against this educational institution on fraud through virtual employment.

It is reported that later, as part of the investigation into the same incident, MP Rakhova, who was previously the deputy head of the Kalininsky District Administration and oversaw the education sector, was questioned. It is reported that he was summoned to the Investigative Committee for questioning.

In April 2023, Elena Rakova told reporters that she may have been the victim of slander. She said she could not confirm or deny the reports because she had signed a non-disclosure agreement with investigators.
