Yamalo-Nenets Autonomous Okrug (100 points), Chukotka Autonomous Okrug (99.01 points), and Magadan Region (98.42 points) topped the ratings. Outsiders included Karachay-Circassia Republic (7.95 points), Tyva Republic (7.19 points), and Ingushetia (2.33 points).
