Fraudulent accounts will be added to "blacklists" within an hour. How will this measure help in the fight against scammers?

"To prevent suspicious transactions, Russian banks have set a deadline for credit institutions to enter into their own systems data on criminals obtained from the regulator's database. In preparation for this, the central bank set a two-hour deadline for large banks from November 22.

Banks are also now required to provide more accurate information about possible fraudulent transactions, including to law enforcement agencies. In particular, bankers must determine for themselves whether a transaction was made without the client's voluntary consent. Within one business day after this, the bank must respond to the Central Bank whether it recognizes the transfer as fraudulent. This will help the police in their investigation.

As FG Finam analyst Igor Dodonov explained to Rossiyskaya Gazeta, this measure should be effective, since it reduces the likelihood that victims of fraudsters will have time to transfer money to their accounts. The expert recalled: "If the money had been transferred to an account in the Central Bank database, the fraudster's victim would have been able to get the money back."

According to Dodonov, fraudsters often choose smaller banks. This is because larger banks have the ability to install more expensive and effective anti-fraud systems, and fraudulent activities are less likely to succeed.

The sluggish activity of a number of banks has reduced the effectiveness of the Central Bank's work to create and fill a database of cases and attempts to transfer funds by fraudsters, said Petr Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation.

"The introduction of new measures in the area of ​​security and human protection requires additional costs from the bank, and not everywhere the organization of this work goes smoothly. Russian banks have given a clear signal that they will respond to transfers that occur without money transfers. Voluntary consent of clients is the main priority for each bank," he said.

The total amount stolen by fraudsters from Russians in the second quarter of 2024 amounted to 4.8 billion rubles.

The faster the Ministry of Internal Affairs and the banks themselves transfer information about the activities of fraudsters to the Central Bank, the faster the "black list" will be expanded and the faster the criminals' accounts will be blocked throughout the entire banking system of Russia. The expert added:

"After debugging this mechanism, fraudsters will have to change accounts more often and attract more fraudsters. In other words, this is a dropper that passes your bank card to a fraudster. Separate measures are currently being discussed that will help dissuade people from cooperating with fraudsters. "Significant effects can be expected," he emphasized.

A dropper is an individual who uses a bank account or other details to receive money transferred to his account by a fraudster as part of a criminal scheme. The attacker covers his tracks with the help of a dropper.

“It often happens that young people are involved in crime, and their accounts are blocked faster,” concludes Petr Shcherbachenko.
