In any case, the problem will soon be identified or solved. After all, the heating season in Voronezh will most likely begin at the end of next week. Russian legislation does not contain specific dates for the start and end of the heating season. Homeowners have the right to contact the heat supply authority through their management company and HOA with a request to turn the heating on or off. If this is not done (which happens in most cases), the laws on local government and the rules for the provision of public utilities approved by the Government of the Russian Federation come into force. They stipulate that if the average daily temperature remains below 8 degrees for five days, the city administration has the right to issue a decree on the beginning of the heating period. This decree is mandatory for the implementation of heat supply institutions.
