In just one month, Moscow administrative traffic inspectors have issued more than 140,000 fines to car owners who have not paid for travel along Bagration Avenue. The capital's mayor's office was one of the first to take advantage of the new law, which allows regions to establish and apply their own sanctions against such violators. At the same time, Kommersant found out that almost a third of the decisions were immediately cancelled, since the drivers paid off their debts within 20 days. In response, experts note that citizens are still not sufficiently informed about the features of the barrier-free movement system "Free Flow" and urge consideration of new ways of informing drivers about this.

From September 1 to October 6, 140 thousand decisions were made under Art. The Moscow Administrative Road Inspection (MADI) told Kommersant that 10.13 of the Moscow Code of Administrative Offenses was made for failure to pay the fare on Bagration Avenue. Kommersant reported that last year Rostransnadzor issued more than 1 million fines for non-payment of tolls (see publication dated December 4, 2023). Most of the orders were issued to users of the Central Ring Road and M-12 East. Experts noted that due to poor public awareness of the Free Flow system, most of the fined drivers most likely did not realize that they were driving on a toll road. Monitoring conducted by Kommersant showed that the problem remains relevant almost a year later. Social networks contain many stories about city residents who followed the navigator along the route through Bagration Avenue, but did not even suspect that they were on a toll road (Yandex and 2GIS showed a warning) and were fined for non-compliance with traffic rules. payment.

MADI points to another common problem for users.

In essence, the Northern Bypass and Bagration Avenue in Odintsovo are separate roads with different toll collection systems, but one flows smoothly into the other. However, many drivers pay only once.

The inspector reminded that you can check your debt when driving along Bagration Avenue through the applications "Parking of Russia", "Main Road" or through the website m-road.ru. "Many are already familiar with how to pay for travel, but for the most inattentive, it is the MADI resolution that becomes the main means of stimulating users to familiarize themselves with the rules for collecting fees," says the "New Quality of Roads" company.
