According to him, the priorities are the development of a risk-oriented approach, pre-trial appeal of decisions of government agencies, the regime of preventive visits by inspectors, as well as the digitalization of procedures and departments. This official mentioned computerization and a reduction in the number of inspections and asked the law enforcement agency to consider the possibility of reducing the number of inspection personnel and changing the structure.

The key to the CND overhaul, the official stressed, was not reducing or increasing the number of tests. "If you have the right system, it's not a problem. Our job is to make sure they don't violate it. "That's the idea, and the inspection is a tool," he said. If 1.5 million inspections were carried out per year in 2019, that number will drop to 353,000 in 2023, while the number of preventive visits (essentially when inspectors make explanatory visits rather than looking for violations) will increase. How to avoid it: If the number was 44,000 in 2021, officials say it could rise to 1 million by the end of the year. As it turns out, that's not the White House's goal. The deputy prime minister suddenly complained: "Something needs to be done for prevention. This disgrace needs to be stopped." As Kommersant's employees explained, the government perceived preventive visits as a tool for both companies and inspectors to adapt to the new approach to CND during the moratorium on inspections. However, preventive visits do not force companies to comply with essential requirements and optimize costs.

In 2025, it will be necessary to define the goals and objectives of such consultations, think about the criteria for prescribing preventive measures, and at the same time share opinions with companies and government agencies. This is not about overpaying fines from one budget to another, not about disciplinary and management methods). The future of control (supervisory) activities is also connected with digitalization. Forum participants suggested that the Deputy Prime Minister should legislatively enshrine the possibility of using the Inspector mobile application for remote inspections. Please note that the functionality is planned to be expanded. It will also be possible to confirm the elimination of violations, said Alexander Vdovin, Head of the Department of National Policy in Licensing, KND, Certification and Self-Regulation of the Ministry of Economy. According to the department, more than 38 thousand tests and preventive measures have already been carried out remotely.

The Deputy Prime Minister stated that it is necessary to focus on qualitative changes in the department itself, taking into account the degree of digitalization, reduction in the number of inspections and remoteness. "Let's think about the number of managers," he said, noting that the reduction in the number of KND employees should begin with maintaining the wage fund. "Then you will be able to think carefully about competitive salaries." The structure of the supervisory body was revised. Over the first nine months of 2024, the reliability of orders for inspections based on risk indicators for violations of essential requirements reached 87% compared to 69% a year earlier, and the average efficiency of inspections for all other reasons was about 60%. However, the Deputy Prime Minister did not name these figures, but transferred them to the Prosecutor General's Office. According to Artem Kononenko, Head of the Department for Supervision of Compliance with Entrepreneurs' Rights, over the past two years, the prosecutor's office has satisfied only a third of proposals for unscheduled inspections, most of the refusals occurred due to non-fulfillment of requirements with formal requirements for their implementation, but there were significant discrepancies due to insufficient evidence of testing.

Another area of ​​current work is the system of pre-trial appeal of decisions. According to the Deputy Prime Minister, the supervisory authority has already learned to meet deadlines and must now focus on quality indicators. "There is nothing wrong with them complaining. "It is bad when they complain about the same thing over and over again, and we do not react," he explained. According to Mr. Grigorenko, it is necessary to establish a quarterly system for analyzing the reasons for complaints and support the proposals of forum participants to expand the range of issues that can be appealed. There is a risk that some companies will violate essential requirements.
