Children's Days
Last week, the State Duma approved the schedule for considering the issue in November. In addition to amendments to the draft budget, deputies will consider a number of key plans to protect families and children from alien values and harmful hobbies. In particular, the second reading was given to the project to promote childlessness for citizens of countries where gender reassignment is permitted, and a ban on adoption of children in Russia.
The State Duma's main achievement in November was the adoption of the draft budget for 2025 and the planning period 2026-2027 in the second reading. The government has already announced that it has prepared about 900 amendments to redistribute about 7 trillion rubles. According to Finance Minister Anton Siluanov, a significant part of the changes concerns security.
It remains to be hoped that on the same day, November 14, the parliament will have time to consider the bill on liability for propaganda of refusal to have children in the second reading. We remind you that the maximum fine provided for by the provisions of this Code of Administrative Offenses for violations is 400,000 rubles. For citizens it is 800 thousand, for civil servants - 5 million rubles. For corporations. In the first reading, these amendments (including prohibiting such information in the media and the Internet) were supported unanimously. However, it is expected that in the second reading, some reservations will be made to the bill. For example, as reported by RBC, "Novye Lyudi" has already prepared an amendment stating that cases where the refusal to have children is related to health, religious beliefs or financial difficulties should not be classified as childlessness propaganda. The Russian Orthodox Church previously asked legislators to remember the peculiarities of monastic tonsure.
Another bill related to the protection of traditional values is planned to be introduced on November 13. In the second reading, parliament will discuss changes to the family law that will prohibit citizens of countries where gender reassignment is allowed from adopting Russian children. "This decision concerns the protection of childhood and traditional values. It is necessary to protect our children from the dangers they may face," explained Speaker Vyacheslav Volodin, one of the authors of the plan. Another risk - sniffing (inhalation of toxic gases) - will be discussed on November 19. In the second reading, legislators will consider a proposal by the board headed by Anna Kuznetsova (Russian Federation) to ban the sale of potentially dangerous gassed household goods containing liquefied petroleum gas to minors.
The Duma will also oversee “positively meaningful” recreation for children. In the first reading on November 19, legislators plan to discuss a bill that will require the Ministry of Education to develop and approve a unified federal program for children's health camps. This includes a parent's day, screenings of patriotic films, introducing children to “works of art and novels associated with Russian spiritual and moral values,” as well as “game and competition formats for working with children based on national traditions and values.” . ” “
Finally, in November, legislators will have to return to the issue of strengthening sovereignty. The first reading of the draft by Alexey Didenko and Yaroslav Nilov (both LDPR) is scheduled for November 12, and it notes that the current law on local autonomy still sets priorities for "generally recognized principles and norms of international law", to which I drew attention. to the facts. "Law" is defined as domestic law. The authors considered this fact "unacceptable" and proposed to include it in the basis of the Constitution of the Russian Federation. Let us recall that the main international document in this area - the European Charter of Local Self-Government - was condemned by the State Duma in 2023 along with 24 other agreements with the Council of Europe.
