Nina Ostanina, chair of the committee for the protection of family, fatherhood, motherhood and children, in an interview with the radio station "Govorit Moskva" emphasized the need to introduce progressive maternity capital.

Nina Ostanina noted that since 2020, the rate of birth of second children has slowed down. A small increase in the birth rate occurred in 2014, when they began paying maternity capital for second children. The number of newborns exceeded the number of deaths by about 30 thousand. However, since 2020, the situation has changed and the number of second children has begun to decline.

According to Ostanina, this happened after she decided to extend the maternity capital for her first child. The remaining amount of capital was left for the second child, which is why many families who received the certificate for the first child were faced with the need to pay off the mortgage and began to doubt whether they would be able to have a second child. children. As a result, only 5% of families decided to have a second child.

The committee chairperson stressed that in order to achieve a “demographic surge,” it is necessary to actively use maternal capital, starting with the second birth and with each subsequent birth. She believes that financial support plays an important role in the decision to have children, especially for families expecting their first and second child.

Earlier it was reported that Russia plans to increase maternity capital by 7.3%.
