Kazan sociologists learned about the new cost of apartments under this program. Thus, the price of a square meter of a house in the Makhabbet residential complex in the Salavat Kupere residential area is 105.2 thousand rubles. They explained that this concerns new houses ready for reconstruction.
"I have only been participating in the social mortgage program for two years, but even during this time the price per square meter has increased significantly," says Kazan resident Zulfat Akhmetshin. "Many sociologists are dissatisfied, but many are also dissatisfied with something else: the fact that so few apartments are being built. There won't be enough for everyone. In any case, buying an apartment using a social mortgage is very profitable. Prices are much lower, and the down payment is much lower than with a regular mortgage loan.
He noted that in addition to the rise in prices, there is another reason for the dissatisfaction of sociologists. That is, complete uncertainty regarding the future price of a square meter at the time of joining the program.
“I don’t know how much I’ll end up paying, the monthly payments increase over time, and I know people whose last payment was 100,000 rubles.
Akhmetshin said that another reason for discontent appeared in 2024. Previously, public sector employees, including teachers and doctors, could apply for an apartment built using a social mortgage in the Privolzhsky District of Kazan near the Republican Clinical Hospital in the M14 microdistrict. Housing in these houses is more expensive, but more comfortable. However, this year, only those who are already registered and live in this area can apply.
— At the moment, three houses in the Salavat Kuper microdistrict of the Mekhebbet residential complex are competing, — the State Housing Fund told Realnoe Vremya. — Sociologists can view this apartment in their personal accounts. The cost per square meter is 105.2 thousand rubles. The apartment has been renovated and all the necessary plumbing has been installed. You can move in on the day you receive the keys.
The initial payment is 10% of the cost of the apartment, the state housing fund reported. The interest rate on the mortgage loan is 7% per annum and is provided for a period of 9 to 28.5 years. When a child is born after registration, the family receives a free subsidy of 200,000 rubles, which is added to the initial payment and, if you have already received the keys to the apartment, is calculated as a social payment. mortgage.
The fund reported that when the previous house was rented out with a social mortgage a year ago, the cost per square meter was 88 thousand rubles.
"At the moment, the cost of a square meter of a new house in Kazan is already about 200 thousand rubles," the State Housing Fund emphasized, emphasizing that holders of social mortgages will receive an apartment half the market price. - If you rent it out without repairs and before moving in, you will have to spend at least 1.2-1.5 million rubles, and considering that the initial payment on the mortgage is 50% of the cost of the apartment, and the interest rate on the loan is several times higher. Last year, experimental apartment-type houses with built-in kitchen appliances, furniture and improved repairs were put into operation in the Mahebat complex. The cost per square meter was 93,000 rubles, which is 5.6% higher than the base price.
"There was demand for these apartments too," they say at the state housing fund. "But this is not a family that bought up all the furniture and appliances in anticipation of an apartment.
These apartments are not currently participating in the competition.
Gizatova noted that new apartments are currently being sold in buildings near Salavat Cooper in Osinovo at a price of over 143.1 thousand rubles per square meter, and these are buildings with rough finishing.
At the same time, the publication’s experts note that the demand for housing in this part of the city is quite high.

Who will buy it and why?
The annual increase in prices for social mortgage housing in Tatarstan has already become a tradition. It is enough to recall that a year ago, prices for apartments in the Makhebbat residential complex grew by more than 17% over a much shorter period from August to October. The State Housing Fund explained at the time that this cost per square meter was set “taking into account construction financing, land capitalization and the state of the real estate market.”
As a result, many sociologists were unable to compete and considered the prices unaffordable. At the same time, the program participants contacted the Tatarstan administration and asked to find out why the prices had increased.
"Social mortgages are increasingly only beneficial to those who actually have housing. They plan to buy a new apartment for less and resell it for more," says Aliya R, a teacher from Kazan and mother of two. A good idea is to provide affordable housing to people who really need it but cannot afford to buy it at market prices. It is gradually becoming a convenient tool for speculation in the housing market.
In fact, today the possibility of profitable speculation on price differences is questionable. In advertisements for the sale of almost new "secondary" houses in neighboring houses of this microdistrict, one can find offers with prices starting from 87,000 rubles per square meter.
