The decision has been made: the rules for resettlement from dilapidated housing will change in Russia
From January 1, 2025, new rules for the resettlement of residents of dilapidated apartment buildings will come into force in Russia.
The first important change is that the amount of monetary compensation for confiscated housing in Russia will be revised. The costs of demolishing old buildings or repair and restoration work will be deducted, writes "Parliamentary newspaper".
Thus, apartment owners, as before, receive compensation for their housing based on its price and the costs of moving and renting, but the costs of demolishing or repairing the house, if it is subject to reconstruction, are deducted. At the same time, the amount of compensation should not be lower than the standard established by the region.
Another important change is that from the new year, if the price of a new apartment provided by the state exceeds the compensation amount, homeowners will have to pay the difference. Although federal law does not currently require this, local authorities sometimes demand payment for additional square meters, which is the subject of legal proceedings.
Also, according to the new rules, at the request of the apartment owner, instead of emergency housing, he can be provided with not one, but several residential buildings. The most important thing is that the entire territory is no longer subject to seizure.
Another relief for owners is that the fee for major repairs will be abolished as soon as the building is deemed fit for demolition. The new rules also separately provide for the rights of citizens living in emergency housing under social tenancy agreements. They want to equalize them with owners and lift the ban on privatization of apartments.
If you do not wish to do so, new housing will be provided under a social tenancy agreement. The period of residence in such an apartment cannot exceed 25 years. However, during this period you can purchase it again. A special rent for buildings will also be established, which poor people will also have to pay.
