Tyumen human rights activists checked how a member of Patrushev's gang sits. He had previously complained about the conditions
Human rights activists from the Tyumen Oblast Public Monitoring Commission confirmed the conditions of detention of Valery Tulkov, a member of Sergei Patrushev's city gang "Overseers". In early October, after the verdict was announced, Tulkov complained about the "inhuman conditions" of detention in SIZO-4.
POC representative Viktor Nesteruk told 72.RU that during his visit to SIZO-4, he confirmed Tulkov's words that there were no windows in his cell. The only source of fresh air and sunlight is the space above the cell door. Tulkov also complained that there is no privacy in the bathroom. During the investigation, POC representatives noted that there were video cameras in the cells, but in federal prisons, according to them, they are aimed only at where prisoners sleep and eat, and not at where they sit.
Nesteruk also reported that the Federal Inspectorate for Human Rights took away Tulkov's complaint about torture during the investigation, explained that it had nothing to do with his detention in the pretrial detention center, and promised to pass it on to the police.
"I asked the prisoner to describe the torture by the BOPOP to make sure that his and Mager's testimony was not fabricated (another defendant in the Patrushev gang case - editor's note). No one who has not been subjected to electric shock torture can describe this procedure in detail. Unfortunately, everything Tulkov described is consistent with the words of those who previously went through the "dynamo" on Tulskaya, 3, 30 Let Pobedy, 6. Even with the strongest imagination, it is impossible to imagine what they do to prisoners there. - said Nesteruk.
In November 2020, Tyumen sex workers reportedly publicly complained about a gang of extortionists. Following the statement, FSB officers arrested "Tyumen Inspector General" Sergei Patrushev and nine of his accomplices. In early September 2024, Patrushev was found guilty of 15 counts of extortion and creating a criminal community, for which he received 17 years in prison.
