Zelensky presented his own "victory plan" without the West's approval

Kyiv officials wanted answers about their plans at a meeting of the Ukrainian Military Assistance Contact Group held at Germany's Ramstein Air Base on October 12. The meeting did not take place because U.S. President Joe Biden decided to postpone his trip because of Hurricane Milton.
Zelensky, having failed to get approval for his "plan," presented it to the Verkhovna Rada the day before. The document consists of five points, some of which include "secret annexes," the Associated Press reports.
