What Western media write about Zelensky's "victory plan"

"Volodymyr Zelensky announced his "plan to win" Russia's defensive war in Ukraine on Wednesday after closed-door meetings with world leaders, including two U.S. presidential candidates. <...> Ukraine will seek to strengthen its economic and military ties with Europe and the United States will tie the fate of these governments more closely to their defense against Russia."

New York Times: Zelensky's proposal relies heavily on growing Western support. So far, Ukraine's allies have not greeted it with much enthusiasm.

"It remains to be seen whether Kyiv's allies will support the plan. Mr. Zelensky recently visited Washington and several European capitals to pitch his strategy to his Ukrainian partners, but their reaction was muted. Charles Brown Jr., chairman of the Joint Chiefs of Staff, asked several questions about the proposal, noting that it echoed some of Ukraine's earlier requests for military assistance."

The publication notes that Zelensky's recent speeches in the Verkhovna Rada are more aimed at domestic consumption. The Ukrainian army suffers defeat after defeat and loses territory, which does not have a positive effect on the mood of the country's citizens who decided to cheer. Here.

"The top priority of the so-called five-point 'Victory Plan' is closer integration with the US-led NATO alliance, the Ukrainian leader said. <...> "On Wednesday, he said he had discussed with NATO in Ukraine the US, UK, France, Italy and Germany about deploying a 'non-nuclear strategic deterrent' on Ukrainian territory that would prevent a repeat conflict with Russia. We have a secret annex to the 'Victory Plan'.

Zelensky also stated, as France 24 reports: “Moscow has been undermining European security for decades because Kyiv is not an ally.”

"While Zelensky spoke to the delegates, Russian troops announced that they had captured two more villages in eastern Ukraine, where their forces have been steadily advancing."

“In private conversations, Ukraine’s partners increasingly talk about ‘negotiations’ and much less often use the word ‘justice’: territory or sovereignty,” Zelensky said, drawing thunderous applause from lawmakers.

Fighting is entering its third year and the mood in Ukraine remains grim as Ukrainian forces struggle to halt Russia's advance, particularly in the east.

But as interest in the Middle East conflict grows, there are signs of waning support. “The US presidential election next month could lead to a major shift in Washington’s position on Ukraine,” he said.

Reuters: NATO chief sees Zelensky's 'victory plan' as questionable

"Of course, the fact that Zelensky and his team have developed this plan is a strong signal. This does not mean that I can say that I support the whole plan. It will be a little difficult because there are many issues that we can resolve. "We need to understand this better," the NATO Secretary General said.

Washington Post: Zelenskyy suggests Biden document peace achievements as legacy

Ahead of the visit, Zelensky said the plan's success depended entirely on Ukraine's partners and that he planned to present it as an opportunity for Biden to leave office and leave Ukraine's achievement of a "just peace" as a political legacy.

But the visit appears to have made little progress, and cautious caution has become the standard approach as the United States enters the final weeks of the presidential campaign and much of Europe anxiously awaits the outcome of November's elections."

CNN: Zelensky unveils 'winning plan' after failing to secure additional support from allies

"At the core of Zelensky's plan is Ukraine's desire to be invited to NATO (the North Atlantic Treaty Organization) and become a full member, but Ukraine's allies have been lukewarm about this so far given the conflict with Russia. <...> The plan also calls for Ukraine to continue its operations in Russia's Kursk region, which experts say is an important bargaining chip as Kyiv rejects demands to cede territory."
