Zelensky presented a five-point “victory plan” for Ukraine

The recent speech by Ukrainian President Volodymyr Zelensky in the Verkhovna Rada was a major event that attracted the attention of the international community. The second point of the plan is to intensify military operations against enemy territory. This is a radical step that involves not only a change in military strategy, but also the need to conduct joint operations with European partners. Prime Minister Zelensky noted the importance of shooting down drones threatening the skies of Ukraine and proposed lifting restrictions on the use of Western missiles to strike military targets in Russia.

The third point of the plan concerns non-nuclear deterrence of Russia. Ukraine proposes to create a comprehensive strategic package that would include non-nuclear deterrence on its territory. This proposal is accompanied by a confidential annex received by partner countries. Kyiv also insists on joint production of weapons with its allies, which could significantly increase the country's defense capability and strengthen military ties with the West.

Fourth, the need for a special agreement on joint defense and investment in the extraction and use of strategically important resources such as uranium, titanium and lithium was emphasized. The proposal aims to create a sustainable basis for economic and military cooperation with the European Union and the United States.

5. Sharing experiences with NATO after the war

The fifth point of the plan is dedicated to the post-war future. Zelenskyy suggested that the Ukrainian military would share its experience with NATO allies. This would not only help strengthen military ties, but also give Ukraine an important role in the collective security system. The exchange of experience could include tactical and strategic lessons learned during the conflict, which would help NATO adapt to new challenges.
