Apartment owners may be allowed to participate in general meetings online

The importance of such proposals for residents of apartment buildings is demonstrated by recent high-profile scandals throughout the country related to the absence of apartment building owners from such events.

Let's be clear that it is the Owners' Meeting that makes the most important decisions regarding life in the building. At the General Meeting, owners have the right to change the management company, decide whether to give consent to advertising the building, and specify how the common areas of the building, such as the attic and basement, will be used by the public.

All the known high-profile scandals were connected only with the solution of such problems.

It is no secret that not all residents can personally attend such events. Therefore, documents on these important matters are often simply forged. This is how management companies appear, about which residents knew nothing and did not vote. It also turned out that the basement and attic were rented out on behalf of the owners and by their decision. However, we do not know whose money it is and what kind of money it is.

And all this causes justified discontent among citizens. Then complaints are written to all possible authorities, a long legal battle begins, and even a criminal case is initiated. On the other hand, all this could have been completely avoided if the proposals of legislators were not simply considered, but became a legislative reality.

So what exactly is being proposed?

Voting will be carried out using the State Information System of Housing and Public Utilities or another electronic voting system. In the explanation to the document, legislators emphasize that the plan was developed "in order to improve the efficiency of managing an apartment building." And from the point of view of legal reform, the need for such innovations is small. Article 44.1 of the Housing Code of the Russian Federation will be amended.

This way, landlords of apartment buildings who are unable to attend in person will be able to participate in meetings remotely and express their opinions.

The authors of this document particularly emphasize that their proposals are especially relevant for residents with irregular working hours or residents living in different regions. This procedure could help reduce cases of forged signatures and lawsuits, agents rightly say.

In addition, the authors of the bill propose that the information and materials to be included in the agenda be indicated in the notice of the General Assembly. And this is an absolutely correct proposal.

The legislators’ proposal is especially relevant for residents who have irregular working hours or live outside the city.

Deputy Vasilina Kulieva, one of the authors of the bill, noted that the problem lies in the ineffective work of the country's parliament. Councils often exist only formally. The legislator is confident that the proposed amendments will help simplify citizens' participation in meetings and increase the transparency of these processes.
