Not long ago, the State Duma will consider in the first reading the draft law "On Amendments to Part II of the Tax Code of the Russian Federation and Certain Legislative Acts of the Russian Federation". Many of the proposed innovations concern state obligations, including the issuance and renewal of licenses and permits for civilian possession of weapons. Accordingly, the price of a license for the acquisition, display or collection of weapons will increase from 2,000 rubles to 5,000 rubles, and for gas, signal and bladed weapons for wearing in traditional costumes and Cossack uniforms - from 500 rubles to 1,000 rubles.

In addition, the fee and the renewing fee for a permit to store and carry firearms, which is now called "issuing a replacement for a previously issued firearm" in the law, will be doubled to 1,000 rubles. Similarly, the cost of licenses required by private security companies and specialized stores will also be doubled. Various preferential categories will be introduced, for which a coefficient of 0.5 will be applied to the tariff. Among them are indigenous peoples, veterans of the Northern Military District, military personnel, employees of the Ministry of Internal Affairs and Emergency Situations, the Investigative Committee and the penitentiary system.

If we talk about the impact of these changes on the already narrow arms market, it will not be very large. After the introduction of strict rules for storage, training and owner re-certification (if we are talking about the limited destruction system), the shooting and hunting community has narrowed and consists mainly of people who are seriously involved in sports or hunting. The rise in prices for guns and rifles, especially for cartridges, has ensured a fairly high property qualification in this group, so the doubling of registration prices for 12 guns will most likely go unnoticed by most owners.

Another matter is the numerous local hunters. Even after the first price increase in 2017, not only the tariffs but also the cost of related procedures increased, and gun shops in remote areas were filled with second-hand weapons that were given to people who could no longer own them. Among the usual Soviet double-barreled guns and SKS, there were sometimes interesting vintage foreign cars or collectible gifts IZH and high-quality TOZ. Sometimes at very reasonable prices. Exotic enthusiasts will have to closely monitor the market next year, since the tariff increase may accelerate this process again. This law is planned to come into force on January 1.
