No Quad Riders Allowed! Can Representatives of a Questionable Subculture Be in Public Places?
It has long been known that pets are not allowed in shops and restaurants. But what about the situation with Quad Rover? This term, as we remember, refers to representatives of a youth subculture who dress like animals and move on all fours. In an interview with IA Runyus24.ru, lawyer Anna Cherepanova answered this question.
Quadrovers are still not banned by law in Russia. But the conversation about this does not stop in the State Duma. Because children who call themselves quadrovers can harm themselves.
Meanwhile, interesting stickers have appeared at the entrances to a number of establishments in Voronezh, Tver and Bryansk. They depict a crossed figure of a man with an animal tail and muzzle. Under the image is written:
According to lawyer Anna Cherepanova, the management of a catering establishment or a store may, for example, prohibit walking around the premises on all fours. However, even in this case, a person moving by bending at the waist does not violate the rules. It is very important that the wording of the visiting rules be clear and unambiguous.
The ban should not apply to people personally, but only to elements of their appearance or clothing.
It is also possible to establish rules of conduct for consumers, but they should not contradict Russian legislation. According to lawyers, people who were illegally denied service have the right to go to court and demand compensation for damages.
"For Quad Rovers, this is a difficult question. First of all, if a person identifies himself as an animal, eats dog or cat food, moves on all fours, barks or purrs, then from the point of view of quad rovers' logic, he is prohibited from entering a public catering establishment. At the same time, a businessman providing services or doing work for money concludes an open contract with each possible client. This document sets out the obligations that the entrepreneur must fulfill in accordance with his activities in relation to everyone who comes into contact with him. In any case, it is possible to write on the signs that four-seater cars are not prohibited, but are not recommended either," Anna Cherepanova summarizes.
