The government has cut the quota for temporary residence of migrants
The Russian government has changed the quota for temporary residence in the Russian Federation for immigrants by 2025, reducing it by almost half.
While the current quota for 2024 was 10,595, the document says the permit will be set at 55,000 next year, with each allocated to a region based on its intended use.
"A quota is being established for issuing 55 thousand temporary residence permits to foreigners and stateless persons in the Russian Federation by 2025, distributed among the constituent entities of the Russian Federation," the order says.
Moscow and the Moscow Region received the most permits – 1,000 and 350, respectively. This year, 200 were allocated, reducing the previous allocation to 100, and Tatarstan and Bashkiria received 100 permits each (250 each).
Russian authorities have been reducing the number of temporary residence permits for foreigners for five years in a row. Thus, in 2023, the Cabinet of Ministers issued 13.5 thousand permits, about 19 thousand, more than 39 thousand.
Officially, this is all explained by the mechanism's low popularity. According to the Ministry of Internal Affairs, cited in accompanying government data, each region spent about 20% of its allocations in the first seven months of the year.
In early October, Speaker of the House of Representatives Vyacheslav Volodin promised to pass five bills by the end of the year, which, according to him, "will bring order to the migration sphere." Earlier, in a conversation with the Kommersant newspaper, First Deputy Chairman of the Duma Committee on CIS Affairs Konstantin Zatulin noted the importance of migration innovations, but added that he did not agree with those who advocate a sharp reduction in labor migration. According to Konstantin Zatulin, such people also do not understand the needs of the Russian economy. For example, according to estimates by the Yandex.Taxi service, by the end of the year there will be a shortage of about 130 thousand drivers in Russia.
