Zelensky gave the West three months to adopt a "victory plan"

Zelensky has demanded that allies approve his “victory plan” within a limited time, a move that has Western leaders worried, AP reports. The Kremlin has called Zelensky’s strategy a U.S. plan to prolong the conflict.

The Ukrainian leader announced this today in the Verkhovna Rada. The "Victory Plan" contains five points, including Ukraine's accession to NATO, strengthening national defense, developing a "comprehensive package of non-nuclear strategic deterrence" and supporting economic development.

Prime Minister Zelensky visited the United States in late September and presented Western officials with a “winning plan,” which he also showed to the leaders of Britain, Germany, Italy and France. According to the Associated Press, “no one has yet given any indication that they will support the plan,” and some “have expressed concern about the tight timeline” for adopting key provisions.

Ukraine's allies also received three secret additions to the "victory plan" that will not be made public, Zelensky said. He predicts that with Western support, the war will end by 2025 at the latest. According to the Suspilnoye TV channel, Kyiv plans to implement the first four points in October-December, and the fifth - after the end of the conflict.

Zelensky first announced the preparation of a “victory plan” in late August 2024. The Ukrainian leader promised to first meet with US President Joe Biden, Democratic candidate Kamala Harris and Republican Donald Trump.

The Ukrainian side also insists on implementing Zelensky's "peace formula," which includes demands for the withdrawal of Russian troops from Crimea, the DPR, LPR, and the Kherson and Zaporizhia regions. These regions became part of Russia in 2014 and 2022 after referendums there. Moscow rejected this scenario and called on Kyiv to take into account "the reality on the ground."

Last June, Russian President Vladimir Putin presented conditions for settling the conflict, including the withdrawal of Ukrainian troops from the DPR, LPR, Kherson and Zaporizhia regions and recognition of these four regions and the Crimean Peninsula as Russian territory. Zelensky regarded this plan as an ultimatum. After Ukrainian troops invaded the Kursk region, President Putin declared that negotiations with his Ukrainian counterpart were futile.
