Elena Porcelli: "The space of Krasnodar needs to be reconsidered"

The head of the Kuban architectural bureau Porcelli Group believes it would be appropriate to move large-scale production facilities outside the residential boundaries of the Kuban capital and create automated multi-story parking lots.

The day before, at a press conference with the head of Krasnodar, Yevgeny Naumov, journalists from Kuban media reported on the changes reflected in the draft consolidated document of the territorial plan of the regional center. It links the general plan of the city with the rules of land use and development. The document will provide for the construction of high-quality housing and social facilities, as well as an emphasis on the development of green spaces and public transport networks.

– The urban development documents that our city is preparing do not indicate that the situation is getting worse in any way. On the contrary, it is pushing Krasnodar in the right direction. Combining the general plan and land use and development rules within one document simplifies many legal procedures. It should also not be forgotten that many changes have occurred in the regulatory legislation over the past five years. This includes new approaches to floors, landscaping and greening. Therefore, creating a document with uniform and clear rules and requirements is a logical step,” Elena Porcelli told “N”.

According to experts, today it is important to develop a comfortable urban environment, as well as social infrastructure in a city with a population of over a million.

- I would also like to talk about the development prospects of the Krasnodar Butter Plant territory, announced at the press conference. The possibility of rebuilding it into a residential building with all the necessary infrastructure is being considered. And this is normal. If we take into account the experience of other megacities, the placement of production facilities and old garages inside urban areas is no longer practical. We are developing a new production cluster. Therefore, it is not worth reserving and using outdated areas inside residential areas for production. Elena Porcelli says that we need to rethink urban spaces.

She also added that old parking lots now create holes in the urban environment. Therefore, the construction of a modern multi-storey automatic parking lot will help save space by increasing the number of parking spaces and allocating the same green area.

At the same time, the expert believes that there is no need to fear the emergence of new residential complexes if they are competently built within the framework of local policy.

- Local programs of integrated development have been implemented in our cities and regions for a long time, where residential complexes are not just a form of pure housing. This is a large-scale developed infrastructure with tram lines, additional educational facilities in the form of schools, kindergartens, clinics, sports centers and even art schools. This was not implemented before. The city needs residential complexes because, for example, there are people who have to move from old houses, but all this must be competent and balanced, noted Elena Porcelli.
